Environmental impact assessments

The necessity of the environmental impact assessment is established by the law “On Environmental Impact Assessment” of 14 October 1998.

On 17 February 2004, the Cabinet of Ministers Regulations No. 87 “Procedures for Environmental Impact Assessment” were adopted that precisely regulate the fulfillment mechanisms of the requirements established by the law “On Environmental Impact Assessment”.

Announcement on public discussion of the work report on environmental impact assessment of the activity planned by the Freeport of Riga Authority for reconstruction of the access channel for entrance of ships into the Riga Port. Published in newspaper “Latvijas vēstnesis” on 17 August 2010.

The Freeport of Riga Authority, legal address: 40 Saivas Street, Riga, LV-1030, tel. 67030800, www.rigasbrivosta.lv, announces that:

on 16 August 2010, the Freeport of Riga Authority has submitted in the Environment State Bureau (ESB) a work report on the environmental impact assessment of reconstruction of the access channel for entrance of ships into the Riga Port (EIA work report) and its summary elaborated by “Estonian, Latvian and Lithuanian Environment” Ltd in compliance with the “Program for environmental impact assessment of reconstruction of access channel for entrance of ships into the Riga Port” issued by ESB on 16.04.2009.

The EIA work report and its summary are available for public from 16 August 2010 until 4 September 2010 at:

Public discussion will take place on 30 August 2010 at 16.00 in the conference hall of the Freeport of Riga Authority at 12. O. Kalpaka Street, Riga.

The planned activity is reconstruction of the access channel for entrance of ships into the Riga Port necessary to ensure entrance and handling of heavytonnage vessels (up to 130 000 dwt Aframax class tank ships and 175 000 dwt cargo ships) in the Riga Port, as well as safe ship traffic by eliminating any possibility of shipping accidents.

Deepening works of the main ship pass of the Riga Port are planned to be performed in two stages. The part of the ship pass from reception boom to Rīnūži (berth MKR-1) is planned to be deepened to 17 meters because deepwater berths with ground mark of 17 meters are planned to be built at Krievu Island. From Rīnūži (berth MKR-1) to berth KS-34 deepening to 15 meters is planned. Deepening works are planned to be performed in two phases:

  • the first phase – ship pass from reception boom to berth KS-34 deepening to 15 meters. Implementation period: from year 2012 until 2014.
  • the second phase – ship pass from reception boom to Rīnūži (berth MKR-1) will be deepened to 17 meters. Implementation period: from year 2014 until 2018.

The work report has been prepared with the aim to provide information to all persons interested about the impact that implementation of the planned activity will create on the environment and society, and about decisions made so far during planning and discussion of this project. Summary of environmental impact assessment gathers information about the expected most substantial impact of this project on the environment and society, it also establishes measures that the contractor should take in order to reduce unfavorable impact during construction and exploitation as much as possible.
